There’s no truth in the reports that North Korean asylum seekers contacted the Japanese embassy, and we’re not aware of any situation involving North Koreans hoping to defect to Japan.

That would be true if these two were construed as Korean nationals seeking to move to South Korea. They would not technically be "asylum seekers" and they would not be seeking to defect to Japan. Otherwise, he is spot-on.
