Let's blame objects for Tokyoites' disinterest in other human beings so as to save Tokyoites from ever having to think about how to be better people. It was the cell phone's fault!

Cyclists checking their phones are worse than pedestrians, especially on narrow pavements with metal rails.

Texting while walking doesn't have to be dangerous. But cycling and texting . . .
And what is worse, I've seen this not once, but several times, is a guy on a scooter, texting in the middle of moving traffic!
I blame Japanese "education." It destroys the ability to think.

Nothing wrong with texting while walking, same as there is nothing wrong with holding a newspaper and glancing at it, or holding a map and glancing at it while you walk. If you become so engrossed in whatever you are doing/reading then stop and move out of the way if need be and deal with it, but some people who walk and text or play pokemon or what have you could be even more cautious because they know they need to be. People just staring at their feet and walking are just as likely to run into others.
So, no, don't 'get rid of texting while walking', which'll never happen. Just try and give people a serious education.

It's not Japanese education that's the problem because the problem is worldwide. It's the cellphones allowing texting while moving faster than a walk that's the real problem.
