Well, there has to be more wiggle room than that, it looks like. What are the little escape clauses that allow almost blanket rejections?

Japan doesn't guarantee free handout to homeless foreigners like its European counterparts, so those people who are dreaming that Japan would be a comfortable happy-go-lucky are surely thinking wrong. But genuine refugees should be accepted and can be employed in the industry wherever applicable. The over generalized thinking that each and every applicant is a potential criminal is simply inhuman and unrealistic.

Judging by what is happening in countries that accept refugees four could about right. Some cities in some countries that have accepted them are plagued by dreadful problems. Melbourne, Australia is an example with gangs of them (refugees that is) committing appalling crimes almost on a daily basis with victims being severely beaten and robbed both in their homes and in public places. I won't mention their nationality for fear of being branded a racist.
