Lance Armstrong austensibly never failed a test but was eventually outed by whistleblowers the first several of which he trashed. They needed protection. But then cycling teams will get the Mafia in to enforce a code on silence. "Blow the whistle and we whack you on the track."

Their evidence led to Russian athletes being banned
They have no evidence, no photos no video no documents
Nothing
Just words.
And they took money for all this "wistblowing"...

Not only protection but also financial rewards.
Pro sport is all about money, 'clean' athletes who actively wanna fight against doping in their sport and subsequently risk their career should be financially rewarded for it. Otherwise what's in it for them? They get labelled as a snitch, lose their job and any hope of living off their sport. Those guys need support, both 'ethical' and financial.

One little problem:
Yuliya Stepnaova, a Russian 800-metre runner, and her husband Vitaly
they are not clean (they have a lot of problems in Russia with using/selling doping long before scandal)
They faugt doping so fiercly that they come in very close combat...
And yes - they received money for their "whistleblowing".. Don't worry
