I don't think the IOC showed this much sympathy to Rio. Japan should just do what it said it would do when it won the games. No buts.

Japan should be held to its pledge of being able to hold all the games within Tokyo. The cost should have been tallied before they made this pledge. The cost should be an irrelevant issue due to he pledge made by Japan. If they cannot afford to keep their pledge they should be stripped of hosting the games because it means their pledge was just a straight up lie and they used these lies to outbid the other countries in the running. Isn't that fraud?
