By halting the yet-to-be started construction of the stadium, and using Nissan Stadium near Shin-Yokohama instead

This is just all window dressing as the IOC readies another sucker to bid and pay for the 2024 Olympics. Once the bidding and the bribing are done, then Tokyo will continue to rack up the bills and the games will eventually cost over 3 trillion yen. What a shame and a waste of money! All for some old men's pride.
