Wow, this sounds great. I'm all for new products that can detect diseases more easily.

They've been working on one of these to detect some kinds of cancer.

As for detecting hangovers and diabetes, well anyone with a decent nose can often do that. People with hangovers are normally surrounded by a miasma of alcohol still seeping from their pores. And it is a standard first aid check to smell the person's breath since the breath of someone who has slipped into insulin shock often has a distinctive "fruity" smell.

IIRC it's because of more sugar in the blood. (Ask a gf after bj she could sometimes tell if it's fruity.)

So is General Electric, and GE is additionally in aircraft engines, locomotives, and hydroelectric power generators but like Toshiba, they're mostly known for electronics. However my comment, just like yours, has no relevance to this article.
