China was prevented from participating in the International Space Station, mainly due to U.S. concerns over the Chinese space program’s strongly military character.

And the US' space program isn't militaristic? I think all state-owned space programs are. The private ones like SpaceX aren't.

U.S. law bans NASA from coordinating with any space agency that is military-run. Governments of course run most space agencies, and governments run both the military and sciences. But the space agency has to be led by civilian authorities with transparent chain of civilian command and accountability, in case there's any issues.

When I made my first trip to China, some 35 years ago, I was surprised that the average person had not been informed the US landed a man on the moon in 1969. Chinese technology might be impressive, but I wonder if they realize they are standing on the shoulders of giants...

But NASA has had close collaborative relationships with US Defense, National Security, and Intelligence Agencies. The Space Shuttle was a collaboration, for example. There are also more secretive collaborations as well. "Spies and Shuttles: NASA's Secret Relationships with the DoD and CIA" is a good read and source of information for this.

Oh I'm sure they realize the pioneering works of the Soviets/Russians. It was the Soviets who sent a human to space first, and the Chinese are using Soviet/Russian style technology in their space program.

Those are not space agencies. And being under the same government.

NASA collaborates with the Russian space agency. Russia government controls the Russian defense, national security, and intelligence agency. But Russian space agency is a civilian-led agency. Being connected to defense, national security, and intelligence agency does not prevent NASA from working with them.

Pretty much any society is going to seem ignorant if you only interacted with it 35 years ago and assume no one has learned anything since then. A lot has changed in China.

Tom Hanks was in a movie about Americans going to the moon. Trust me, they know.

You're splitting hairs. My original comment was about the US space programs being militaristic, and I subsequently provided a good source to prove it. I didn't say anything about the definition of what a "space agency" is.

Ok then, so that's not much to do with the law. Governments do run militaries and most space agencies, including NASA.
