That would be China.

Why is the unelected Chinese dictatorship worried about excessive defence capabilities? Surely they weren't planning to invade? They always claim they are committed to peace (whilst stealing territory from others).

Well, if you have a realist view of international relations this is practically all there is to being a nation state. This realist view says that states are the central actors in international politics; that the international political system is anarchic as there is no supranational authority that can enforce rules over the states; that the actors in the international political system are rational as their actions maximize their own self-interest, and that all states desire power so that they can ensure their own self-preservation (Thanks to Wikipedia for summarising the position). For China the realist view is elevated to religion. If it has any "ideals" it is only to maximise its own power and it will use any subterfuge or ideology to get there.

If Communist China doesn't bully its neighbors and then other Asian countries won't be inviting to US Government to come. Communist Chinese Government's policy and ideology is to blame for American's military becoming concentrate in Asia Pacific region. Others Communist China neighbors are demanding of US Government co-operation in region even thought Communist Chinese Government pocketed Philippine President Duterte. President Duterte won't be licking Chinese balls unless he and his family were benefited from China. Communist Chinese Government and its affiliated business Companies are expertise in bribing Government and its officials. Communist Chinese Government and Russia Government are threatening to world peace and stability. They are nursing Kim Jong-un of North Korea for their Psycho welfare against Japan, S. Korea and their alliance US. Communist Chinese Government should review all of its policies and theories for becoming good neighbor with others Asia Countries.

Yes, the Southeast Asian peoples should strongly denounce the Chinese war criminals and their ambitions to occupy the Southeast Asia Sea by force, and call for the Chinese people to take necessary steps to save China from World War III and/or its return to the Stone Age.

China's a good country... run by BAD people. For those that keep say, "the US is imperialistic" need to understand that just because the US has military bases around the world doesn't mean the US owns those countries and the US would leave on request if those countries really truly wanted them to. Philippines is a case in point... they asked us to leave, we left, then they asked us to come back, and the US did. Now Dutuerte is trying to play a fool. If China gets bases there, they're not going to leave even if the Philippines really truly wanted them to.

NK wouldn't be a problem if China didn't prop them up causing the Korean war and in turn the old USSR didn't push it's version of communism into China. Sorry Russia, but your forebears done goofed, and the fall out may become catastrophic to us in this era.
