Brussels has urged Ankara to act within the rule of law, which Turkey insists it is.

Depends how fluid, malleable, dynamic, interpretable (choose your own adjective) the law, judiciary and societal norms are. Rinse and repeat as needed.

Another country America is trying to turn into a democracy i see

It's supposed to be a democracy, from the founding of Turkey:

"Ataturkism introduced to Turkey the process of parliamentary and participatory democracy - the first Muslim nation to become a Republic."

Just like any healthy dictatorship.

If in doubt of how to successfully rule with the iron fist for life while having a pretend democracy for show just ask the Czar of Putininstan next door.
