It's a legal issue regarding legal recreation verses medical use and not that Canada does not want to legalize cannabis.

Human nature. Hustling a buck. The weed shops in San Francisco that sell medicinal pot suddenly transformed last year into these very large suites with lounge areas, shelves of ointments, boutique items, handsome counters and big space. But thy no no resemblance to hippy pipe shops. None. Everyone now knows the rents in S.F. are sky high...so it's obvious big money has been waiting to pounce on this industry. Funny, I never see anyone going in, (the one in my hood is on upper Market St. With big glass windows to the sidewalk) that looks older than thirty. Amazing there are so many "ill" young people....from the window you can see to the back counter, with glass jars of buds being brought up from below the counters...tweezers grabbing one or two buds...because it's now so damn expensive, and access to seeds is nigh impossible... hello?

Until it is legalized by-law. They are still illegal even the the selfie PM says he will make it legal in the future. Pot seller can keep selling (civil disobedient) and police also has the right to arrest them until the law has changed.

Interestingly, since no bank in their right mind will give these shop owners business accounts (over worries they'll be connected to money laundering, ill-gotten gains and the like) these shops deal only in cash - a lot of cash. This has the criminal element (armed to the teeth thanks to our American cousins) frothing at the mouth over the opportunities to bust in, grab fat stacks of cash (and probably some party favours) and just walk out the door. The shop owners and employees are unable to go to the cops to report the armed robberies, because the cops will just rob them all over again. Pretty dangerous scene indeed. I prefer my guys. They even come to the door.

^ Actually, there are other lines of businesses banks consider as high risk for money laundering as well - Jewelry, real estate, cars - basically, any business customers can pay with cash in large amount. One thing for sure, you should not use your credit./debit cards with these types of stores or any store that you are not familiar with. For one, they or their employees may have organized crime as their backing and your CC or debug card information might get stolen. Even now, there is taxi stealing people's CC or Debit card information.
