So Russia and Syria aren't denying it.

SuperLib, AP are reporting that Syria has "admitted it was responsible for the shelling that killed five civilians in Turkey and has formally apologized for the deaths" (Note that it says FOR not FROM). Add that both Russia and Syria have called it an "accident" seems to make it clear that the mortar fire came from Syrian troops. You can also add the fact that when the Turks returned fire to the place of origin (as determined by radar), it was Syrian troops rather than rebels that came under fire. This makes it pretty cut-and-dry that the fire came from Syrian troops.
On saying this, I for one believe that this attack on Turkish soil was an accident. I can't imagine any possible reason why Syria would want to upset Turkey and get them, or anyone else, involved in the attack and murder of their own citizens. It's in the Syrian government's interest to not get the rest of the world involved in the civil war that they are waging...
