The premise is not necessarily true. The international right to have ships on the "open seas" needs to be guaranteed. If the USA ships can't, then the Japanese SDF need to stay in the Japanese waters. Most USA citizens agree that if the ships are attacked, eliminate the source. It is the ideas that Jefferson followed with the pirates near Tripoli and Monroe in his doctrine.
