What purpose do these meetings actually serve other than be used as a soapbox for "leaders" to cry from?

No purpose other than to vent their angers and frustrations or praise, boast, grandstand and point fingers, that's about it when it comes to the UN.

It's always better to at least provide an opportunity for a meaningful dialogue, even if it is not used and I'm willing to bet that much more goes on in the corridors of the UN than in the assembly room.

Some of the angriest words came from the rivalries between Pakistan, Afghanistan and India.

This is not limited to the UN. This sounds just like a normal day at my local research centre in Kanagawa, where there are a number of students from these three countries.
